I would wait because if the symptoms start they hopefully will not be severe enough to warrant the surgery and instead can be controlled with medication, diet, and supplements.

I think it takes time and the hydrotherapy will help. But, I do suggest you talk to your vet about your concerns on his recovery and that he is limping worse than prior to the surgery.

Yes, unfortunately, he's just being a typical bratty adolescent dog. It sometimes helps if you can find a place to let him run, then when he is tired out, walk him where there are distractions.
