It is a requirement everywhere to do BH before IPO. However in europe many people do just BH and never advance into Schutzhund/IPO.

It's not limited to GSD's any breed/mixed breed can do it.

Agreed. I guess the point I was trying to make was that the BH obedience is the foundation for IPO Obedience so it behooves the handler to train for a perfect BH rather than just scraping a pass....
