What's inside a Bite Tug?

For all of you tug trainers -

Does anybody know what is normally used inside a tug for the stuffing/filler? I know it has to be somewhat stiff, yet give a little.

I am talking about the kind of Bite Tugs used by Michael Ellis/Leerburg.

I think it's just regular polyester filling - like polyester quilt batting.

Thanks - I thought maybe there was something a little firmer in there.
