There is a dog in my local pound (southern Ohio) who needs to get to rescue in northeastern Ohio. I can get her as far as Columbus. Should the receiving rescue be the one to request tranport assistance here, or can I?

You can, but the receiving rescue generally does the transport legs and coordinates.
If you do list, be sure to list where the dog is going so that people can research the rescue in order to decide if they feel comfortable assisting a dog in going there (a la do you know where that dog is going).
