Lots of good advice, especially using a happy word like Oops.
The other suggestion I'd have is to use redirection so instead of saying, "No," this early in the game, just skip that part, get up, grab a toy or something for him to chew on and get him settled on his bed and then praise him for that behavior.

you're doing well.
it's a good thing that we'll probably never know everything our "rescues" went through in their former life, so we have to keep focused on looking ahead. buzz-words or sounds might trigger "flashbacks", and it's unavoidable; but, he'll also learn, quickly i think, that love and all good things come from your hands.
