Pup not very welcoming of other dogs

Help! My 3.5 month old GSD is showing some signs of not really liking other dogs. When he is near other dogs he barks like crazy and the hair on his back stands up. He does not act aggressive, bite, nip, fight, or anything like that. It appears to be more of a show than anything else. But other dog owners don't like this behavior, and I'd like for him to be around other dogs. I wanted to tell him to doggy daycare but I don't know how he will handle himself. What can I do?

I should add that he warms up to other dogs. Once he gets to sniff and check them out he's ok with them.

Dealing with the same thing here with a 4.5mo old. He's friendly with dogs he knows, but the initial reaction when walking into a new, public place is to lunge and bark with neck-hair raised whenever he sees a strange dog. After a few minutes he will do the familiar circling patter to get to know the other dog, but I'm curious how I can teach our dog that lunging and barking are not appropriate behaviors.
