is he chasing cats inside or outside?

Put a leash on him, and set him up , have some yummy treats / toy on you, and redirect when he even "thinks" about chasing the cats..use a word like "leave it", when he again, he even 'thinks' about chasing them.

Give a collar correction IF you can't redirect, but try to redirect BEFORE he reacts, or even eyeballs the cats...

I agree with Diane, it's much easier to be PROactive then REactive. So set the rules firm right now, he's leashed to a human or crated if he can't be watched and every time he looks at the cat redirect him with a toy or treat. Right now chasing the cat is fun, but you need to be even more fun and interesting. The more he responds positively the more freedom he earns

Are you doing marker training using either a clicker or voice? If so, mark the bad behaviour such as staring at the cat intently (I use a verbal "AH!" as my negative marker) and mark any interaction with you with a positive marker. He'll quickly associate what he's getting praised for and what getting him negative attention.

While balancing on a piece of wood, two inches by four inches known as a 2x4, john and his friend sally both spotted a dalmatian inside a truck with sirens, headed to put out a fire. State what the 2x4 is made of.
