Default New puppy

I have just got a new puppy called jethro. He is 14 weeks and was rehomed and came to us because his previous owners other dog hated him. We already have a 1yr old gsd and they get on well, however jethro is very dependant on the older dog and realy hasnt shown us any attention or affection. Our older dog is very affectionate and i worry that if he doesnt become affectionate that we could potentially have a hard to handle dog. Any suggestions on how we could bring him around?

Training classes outside the home one on one with the puppy.
