I think that dogs seem to be more attracted to people that ignorem them, because they are not threatened by them. I think a lot of our dogs are aloof or even shy to an extent, and those people that come in and immediately fawn all over the dog, send the dog into canine stress that manifests itself in different ways depending on the dog.
Most dogs are far more comfortable around people who act like they don't exist. The dog is not the center of attention, and therefore he is perfectly ok with you.
Your pup seems to be going a step further than just sitting calmly and staying near the non-threatening person. Your dog seems to want to engage your father in play.
What happens when you grab your dog's tug or toy and start playing with him when he does this?
I think I would try to divert him from chewing on your dad's pant legs. If necessary , Eh! and Leave Papa! and divert him to something else.
