Default Is it normal?

Hello GSD lovers
Today an unusual behaviour was seen in my puppy. While I playing with him he suddenly grabbed my legs and started to give stroke as if he was mating. I know this quite normal behaviour for an adult dog as I had an adult German Spitz and he used to do like this but is it normal for a 12 weeks puppy to do like this?
