Leash behaviour around other dogs

Hi everyone, we have a beautiful girl called Adia, she is 18 weeks old and knows all the basics as well as some tricks, the only realbissue we are having is when we are out walking and she sees another dog, now she is far from aggressive but just wants to play or meet every dog she sees, she will pull, bark, raise up trying to get to it (which some people see as aggressive) all the while with her tail wagging, any tips on how we stop her doing this would be great, we have tried a half check collar, treats, distraction, changing direction but nothing changes her focus from the other dog. Thanks in advance for any help!
