Odd barking?

Immo is just over 5 months old now, and entering that last fear stage, on his nightly walk he is starting something new. At first I thought it might have been fear related, but his body language goes excited, tail carriage is very high with tail wagging pretty quickly, I am not to sure. As soon as he get the bottom this hill, where he knows dogs are behind a fence, he starts his barking to get them going, then once the whole neighborhood is barking, he shuts up goes on his way like nothing else has happened. Then on the way back same thing, once they get going, he shuts up and heads to the house. Its like he knows he has the power to make other dogs bark and has to prove it.

I am trying to figure this behavior out. He still hasn't shown a lot of fear, he gets walked a lot a night, and sees shadow of something that will set him off till he investigates and moves on. He as never back down from something that has startled him.
