Default figure 8 formation?

So i have started to walk my Kody (3 month old) more often and he chokes himself 4 quick tugs and a no usually stop it, we take him to a closed indoor soccer arena to play around and he just follows us and chases us but doesn't play with toys so we just walk around and i figured maybe he would be better walking in the street no leashed, so we tried it and it worked perfectly he doesnt stray off too often except sometimes to sniff a little kid, but when he walks he keeps doing a figure 8 formation is this bad? a sign of dominance or anxiety? he mostly does that with my wife and not me. im not always going to free walk him in the street but it would help if i ever take him to the beach or something.

No. All of this sounds like he has not been trained to walk properly on leash. That's it, not a "sign" of anything else, just that he needs more training. Loose leash walking is a skill that can actually take awhile for a dog to master, especially with a young puppy. He's a baby, he's distracted, and he doesn't know what's expected of him. Please don't continue walking him in the street without a leash, that's very dangerous.
