The aircraft is an E-4B that is used as the Airborne Command Post for the national command authorities and the President. It is a part of the 1st Airborne Command and Control Squadron at Offut AFB, formerly Strategic Command Headquarters (SAC).
They would use this aircraft to issue orders to Minuteman III crews and submarines for release of nuclear weapons. These duties were formerly handled during my time by the EC-135 'Looking Glass' aircraft and were on airborne alert 24/7, and would have been used in combination with a Minuteman II communications package that was replaced as the re-entry vehicle in place of a warhead on select Minuteman II missiles. They have all since been retired. Now the E-4B are on ground based alert 24/7 as the Cold War ended. Just an FYI for those wondering what's wrong with that 747 in the background.
