yes there is a big difference between the two.while up in that area for the holiday i spoke with someone( WHOM I TRUST AND HAS INSIDE DETAILS). i asked some questions about that pound and here is what i learned,although still a kill shelter and considered a high kill at that,they have made some improvements. they were given funds to make more runs/play area outside for more exercise.complaints were being made about animals(dogs) being caged on top of one another ,so that issue was addressed and fixed,i think i was told they put more cages in. the animals do have heat/air it blows directly from the top into the cages.they have gotten to the point where if a seriously injured dog needs a vet,they will do what they can within thier means.the county will also offer a voucher for spay/n is you ask when adopting.dont know why i keep saying animals,they only take dogs,lol.they are no where near excellent,however slowly i guess they are changing. they do have volunteers who come in also.these animals have a low chance,because of so many reasons,lost homes,jobs lost etc.,this county is not doing the greatest,as so many others are not.i know the county is going to be doing layoffs,and i pray it does not reach this area( dog pound).if it does...what will happen to these babies then?? some people in this county(Lorain is in this also) do not mind leaving dogs outside,turning them out as strays etc.,in some minds it is normal,and no big deal.this shelter still needs help/rescue whenever it can,so if you are on that site and see a non gsd,but know of another breed rescue crosspost if you will. as most of you know, i hold this shelter somewhat close,because my rocky came from here in 2005,i saved him then.however lost him in 2007,rip my rocky-doodle,with me forever my boy.
