9 month old White male

I do not have this dog, he's located in Maine and I've seen his posting on Craigslist before, he's a shy 9 month old white GSD. I've emailed the owners trying to get them to go give him a second chance and seek out professional help. They new he needed to be socialized but its clearly proved to be too much. Neutered, current shots, we got him abot 5 months ago knowing he will need socialization (he was very scared when we first got him), we have been working with him but can not seem to help him not be afraid of strangers. I will be very picky who he ends up with. He is great with us but fearful of others. We have young children and he is wonderful with them, but I would prefer he goes somewhere without young kids due to he needs a lot of socialization which takes a lot of time.
