Default GSD needing new home and training

Hi everyone I am needing some advice for my sister's friend. They have a GSD that they are needing to find a new home for. I don't know too much of a background on her but I will copy and paste the email that was sent to my sister. Even if there is a rescue that could take her and work with her. Let me know what you think. Thanks. Here is the email:

Does your sister work with the german shephard agency or adopting them? I think we are going to have to get rid of Maggie since our new neighbors moved in and they have 3 yipping dogs or have made it their job to atognize maggie and use our yard as their yard she is becoming increasingly agressive towards other dogs. Our neighbor on the other side also got another dog and it barks constantly at Maggie through the fence and then the neighbor on the otherside got a yipping yaping dog and it barks at her all the time. She has attacked 1 of the dogs when all 3 of them ran at her barking in our yard...she hurt another one when it was barking at her and broke her chain and took off after it d almost killed it. Costs me $900.00 to put it back together again. She just paces the house and has torn the window seal up and the back and front door because they come and jump on our doors and window when they bark at them. The vet set she is becoming very territorial and protective and he doesn't know that even with training we can get her social with other dogs again now that she has attacked 2. They cause her a great deal of anxiety. I don't want to give her away I worry who will get her and she is a good loving dog but I can't afford for her to attack another dog and if the kids accidently let her out the door and she kills a dog I can't afford to be sued. Then I worry if she does attack a dog and someone she doesn't know tries to break it up she will come after them.

Can you provide the area the GSD is from? Might help a rescue get in touch.

Sorry guess that would help wouldn't it. She is in Tipp City,OH which is just north of Dayton.

GORGEOUS LOVING GERMAN SHEPARD MIX.
INCREDIBLY LOVING DOG
1 1/2 YEARS OLD

Awesome disposition.
Needs large yard to run and a kind owner.
Spaded female named Maggie May.

Present owner is not a dog person.

All shots and vaccinations.

A small $10 rehoming fee.

Owner plans to euthanize her (have her killed by vet) Friday or Saturday.
Please help me save her life.
I would take her myself but, I have 4 dogs already (max city allows).

If a kind person will open their heart to this dog she will be your most loyal best friend the rest of her life.

No that is not her, thank goodness. I am going to check into that one though. Thanks!

She is chained in her own yard? And other dogs can run up to her in her yard while she is chained? That's asking for dog aggression.

Any chance the owners can fence in their yard? Or at least stop chaining her?
Are dogs allowed to roam off their property in their area? Can they talk to the neighbors and tell them to keep their dogs on their properties? If that doesn't help, speak with Animal Control?
