Over excited baby!!

Bob Barker who turns 10 months this month is among the sweetest dogs I have ever owned with a temperament to die for. Everyone he meets he is instantly their best friend, kissing and loving on them. At the same time he knows when to back off, being raised with an older (wiser ) beagle as a mama, he learned respect VERY quickly.
With people he is amazing, everyone who meets him instantly falls in love...
Now.... We have two "issues" I have been trying to work on and seem to be making no progress.
1. When he is playing with other dogs he ALWAYS goes for the neck, not the throat but the back of the neck. Now I know he is being fine and he stops when he is told off, but other dog owners get nervous when they see him doing this. So I correct him, but then he starts back up again.
And
2. I think I may have caused this problem myself. When getting Bob I wanted him to have the personality that he has, so I introduced him to as many dogs and people as I could at a young age. Which included when going for a walk letting him approach every (willing) dog we came across. When he was 8 weeks old he was this cute little German shepherd puppy coming to say hi.
Now when we walk past other dogs he gets so excited that he barks and lunges on the lead and his hackles go up. I know he is fine and just wants to say "hey" but now he's not the cute little 8 week old puppy... Now he is a 75 lb shepherd barking what sounds like (to the average Joe walking their shih tzus) a savage beast that wants to eat their Sparky.
I've tried carrying treats and when he doesn't react to the other dogs rewarding him like crazy! But it doesn't always work!

Any tips would be great!
