a bitch can have 1st heat at 8-9 mos then add two month for puppies and another 6-8 weeks for weaning so yes it appears she had a litter
just get her in and spay her
if she is a well adjusted dog she will be fine it is usually a 1 day procedure and you pick them up that night

My bitch has that same look. My vet said it looked as though she had a litter in her past.

A false pregnancy could cause the nipples to swell, some females even have milk come in, but no puppies. But I agree the swelling is suspicious.
Did you notice it when you first got her 2 weeks ago? Or is it something pretty recent?

That's good then, but I'm hoping after 2 weeks we'd see more sign she is having pups. Perhaps she's just a bit flabby in places! All the bitches I've had in the past have had tiny nipples. These may be clearer but they are all of her laying down.

The quality of these isn't great but they may give you an idea: her teats are baggier when she sits better, but I had a bitch years ago that had just had puppies & Lara's aren't that big so I wondered if they were on the way. She may well have to be sedated to get to the vets as she has some issues with strangers/dogs which is why I've kept her quiet. She must have been so young if she's had them as she got to her previous short home at 12 months - with no pups.

If it were me, I would figure a way to get an ultrasound done. If she is pregnant, you will need to prepare for that, so I would find out sooner than later.
Also, it could be a false pregnancy. If that is the case, I would let her finish this, then get her spayed about a month after.
Any chance you could post some pics of her standing, from the side. One of her standing, birds eye view and one of her laying down with pictures of her belly and nipples?

Why would the trip to the vet be traumatic? I'd have thought you would have taken her two weeks ago.
Is she spayed? I ask because often rescues will not release a dog until it is spayed or neutered. If she's spayed, then you don't need to worry about pregnancy.
Given what you have to say about her condition, I'd guess that she may be pregnant or having a false pregnancy.

Signs of pregnancy
Lara is 14 months old & we've only had her coming up to 2 weeks. Her history is mostly unknown except she has been running with an entire male for 8 weeks before we had her. I noticed that when she's sitting, her teats are quite puffy & skin a bit loose round them. Her nipples are large. At the moment as we are having issues with her behaviour, I don't want a traumatic trip to the vet yet unless I really have to, I want things to be positive for her as she's doing well with her training. I can't think she's had a litter before we got her as that would put her 1st season too early & she's in great shape. But I've never even had an adult bitch who looked like this. Any thoughts?
