You should private message (PM) a member named Merciel on this forum. She has done amazing things with her very anxious dog!!! I imagine she would have some great advice for you.

Mary Beth The book, On Talking Terms with Dogs: Calming Signals by Turid Rugaas . There are also videos on YouTube. Also if you can, try walking her in a park or a quiet area where there isn't so much traffic and people.

White GSD Rescue with social anxiety.

Hello, I'm new to these boards and looking for advice. Brief history, I've always adopted GSD's, mainly aggressive ones and rehabilitated them, but 5 1/2 years ago I adopted a 2 year old white spayed GSD with the worst social anxiety problems I have ever encountered. She is nervous of all people, traffic, stationary vehicles, buses, dustbins, in fact everything. She does not enjoy walks and has nervous aggression with other dogs. She is not treat orientated. I have tried her on remedies such as Valerian with no success. Does anyone have any experience of this type of behaviour or any advice for me please. I have no intention of giving up on her, I just want to help her enjoy life. The only time she is relaxed is at home with me.
