All our pups are different. Not exactly sure what you mean by a 'radius'?
I know my pups all get very attached to the house and when young don't like to be leash walked away. But when I pack them in the car to a new place they are off and ready to go.
Patience, TREATS, and encouragement help with all things

|erfunhouse||Could be a comfort issue. He doesn't know them or where they are taking him, perhaps they aren't encouraging him...whatever it is, sounds like he's not comfortable.|

My Shepherd Has A Radius
So, I've noticed this a couple times, and it seems to be that my shepherd pup named Atlas has a personal radius with me.
I was staying with my aunt and uncle one weekend and my uncle tried taking my dog out one morning. The grassy areas were across the street and he wouldn't step foot on the asphalt (I thought it was the street itself)
Then when I was staying with my step dad in a motel (which he also tried taking him out) Atlas stopped right at the stairs, turned himself around, and sat down facing the door. Had no problem crossing the street or going down the stairs when I was with him.
Is this normal for shepherds? Or is the an over protection/trust issue with only me?
