For eastern Canada, try contacting Raino/Angela (vom Kiebitzende) - the link above that Lucia posted. If they had a breeding I was highly interested in I would not hesitate to acquire another dog from them in the future. If they don't have what will be a good match for your friend, I am quite sure they will be more than happy to help with some other suggestions.
I have a Kiebitzende gal (J litter "Jax" - yes, on the sharp side and super high drive but one **** of a dog to contend with and great fun to train in SchH though not for the weak at heart LOL); as of late they primarily used Kofi as their stud (not all but most). Not sure what their upcoming breeding plans are although I believe they do have a new litter on the ground right now (born early July - Lasso Eqidius X Unze vom Wieratal, which may already be all spoken for).

I'm picking up a pup from them in 2 weeks so far have had a great experience, will let you know more once I have him home.

The dogs that I have seen and trained with from Raino's breedings tended to be very high-drive and somewhat sharp - though I think that his newer litters are more balanced.
Getting on the facebook page would be a good way to get to know recent pups, and message owners for info about them.

Looking for WL breeders, Prince Edward Island
I have a friend looking for WL breeders on Prince Edward Island, East coast of Canada. ( Or nearby) This pup will be for obedience, active pet home. Looking for stable temperament that can live in house with current resident shepherd . This person would like a pup as wonderful as my Max! Meaning , an " all-rounder". She was hoping for a pup this fall. Thanks for suggestions
