She needs her legs to push, yes. She needs to bear down and push the puppies out. My guess is that a c-section or even a spay-abort would be indicated here.
All those x-rays and drugs for pain and drugs for possible infection, anesthesia, etc. probably will have damaged any puppies in there. I am surprised one of them made it to term.
But even so, even if they do deliver a few live ones, she has a lot of work to do with them. And in her current state, I don't know that that is fair. That is the owner's call though.

If this isn't from a troll....it sounds like the OP could possibly be from another country. The dog has already had a serious injury which had to have costs a great deal of money to have the dog treated. Therefore, I don't think the OP has an issue with taking their dog to the vet. They may have just been waiting for the vet to open.
Or it could be a troll.

I simply can not, do not, and never will be able to understand why people post such things on here. GET HER BACK TO THE VET. I hope sincerely for her sake you have her there at this very moment. I've had a dog with a leg amputated. There is no way I can imagine her able to give birth with one recently amputated and the other one broken.
This whole thing makes me feel ill.
