i found the place on craigslist. moved downstairs and owners lived upstairs. owners sold the house and moved out. new owners offered me the upstairs apartment which was much bigger and i took it. problem is being it was previously an owner occupied 2 family it wasn't wired for 2 tenants and new landlords never fixed it.
at first i didn't care because the first person that moved downstairs only ran the machines maybe 2 times a week. she was feeding stray cats and after i had a heated argument with her over it she moved out. next tenants that took the downstairs apartment started running the machines everyday, morning 'till night. i contacted the new landlords with concerns over electricity usage. they offered to make the downstairs people pay me $25 a month. worked out fine for a year 'till people downstairs stopped paying me.
now i got the landlords to collect the $25 a month from people downstairs and i pay $25 less rent. i'm still moving 'cause i still think i'm getting the short end of the stick. if they did as much laundry at a laundromat as they do it would cost them $200 a month.

Call the building department - city services and file a record of complaint. They MUST have seperate meter's and one common as you stated. Skirting laws and renting is a recipe for disaster. These people know the laws and do not want to spend $15,000 for permits and electricians to convert a single family dwelling into multiple, to bad for them, I would move out..

Good luck finding another place. Having a large dog adds a complication. You knew the situation with the utilities when you moved in. Now you are tired of it so I think you are right that it is time to move.
Frankly, I could do a lot of laundry at a laundromat for $25 a month. Perhaps, overall, your rent is less than the other tenant's before you get to the $25 laundry charge?

|Galathiel||The agreement should never have been with the stipulation that the other tenant would pay YOU. That's just crazy. It should have always been between the landlord and the other tenant with you getting a credit at the very least.|

|Blanketback||LOL, that's one of our resolved arguments here. DH was wondering why the washing machine was broken, and wasn't spinning the clothes damp. Well, if you underload the machine, and keep the setting at "full load" rather than adjusting to "light load" then that's what will happen. Ugh, how frustrating to keep paying for all these tiny loads! It's not like he's separating the colors, lmao!|

|scarfish||i don't think it is legal without some kind of agreement which we did have. but when he stopped paying me $25 a month the deal is out the window. now that i got the rent lowered $25 i feel a little better but still moving 'cause there really is no way to tell how much of my electricity they are using. google tells me it costs up to 2 bucks to run an electric dryer. dudes wife runs the washer on large load and the dryer for the most time , 90 minutes for a load of 2 t-shirts. it's crazy.|

Oh man that is a nightmare....I would be out as soon as you can....no way should you be paying for the outside lights. And the washing machine stuff is crud....no reason you should have to take on that expense.

|Blanketback||Gwen is right, this is going to be a nightmare for the landlord until it's wired properly. If they're plugged into a regular electrical socket, who's to say that the tenants aren't running an extension cord for other uses? I would have done the same thing as you did, BTW.|
