13 week old puppy frightened of strangers and other dogs

Im not sure if I should be worried or not. Our puppy is happy and playful when indoors. I took her over our local park after she had her second vaccinations and she enjoyed it up until a labradoodle off leash bounded over to her and sniffed her from head to toe. She cowered when this happened and refused to go out for walks for a few days after that. She will now happily go for a walk, although she stops every few steps to look behind us and will hide behind my legs if there are strangers following us until they have gone past. I have taken her to collect my son from school daily and gradually got nearer to the school and extra noise and people. However she hides behind my legs if people come too close. If I move away she will growl and bark until the person backs off. She cowers if other dogs come to say hello. However, if my son's friend or sister approach her with kibble, she will eventually eat it out of their hand and seems less stressed. Is this normal?
