I do. My bf's family was kind enough to take me in when I needed to move. I left a VERY VERY pricey city, and am living here while my parents are buying a house in a close by suburb. Then they plan to rent to my bf and I.
She gets fed twice a day with 5 of the other dogs. Same type and amount of food as the other big and other little ones. She is NEVER left outside, even to play. So yes, she has shelter from the elements. I just don't agree with this situation she is in as "shelter".
I went to PetLand today and took some of their free dog food samples. Came home with Natural Balance, Taste of the Wild, and Earthborn. None are the best out there but ALL are better than what she's feeding. Even have a 3$ cupon for money off. She isn't interested in the slightest. This morning I was outside feeding my dogs their raw food and she came out for her morning potty. I told the owner I would let her back in as soon as she was done but when she saw that I was feeding my non-food-aggressive dogs, she quickly recalled the dog inside. Of course, the dog wanted to stay out and check out what was going on so the owner yelled at her and then told my bf to bring her in right now cause she wasn't going to be outside around my dogs.

|BowWowMeow||It looks like she has a systemic yeast infection. That is very painful. My dog Basu (who had terrible allergies) had that problem and he also looked horrible. He got over it with frequent baths, a switch to grain free food, lots of supplements and some herbs.|

Maybe the dog could "escape" and never be found again.

She looks sad....
Definitely needs grooming, a better diet and some one on one attention.

if the dog is unhealthy and needs a vet , and they are refusing to take it to one, that is neglect...Does the dog get fed regular meals? Does it have shelter from the elements? If not, that is also neglect.
Not sure in your position if you want to do that, it would most likely cause alot of grief for you.
I wasn't worred about it, I didn't live with my MIL, and my husband was as PO'd as I was about the condition of the dog

|Xyst Sin||I might be able to convince her out of the dog or to take better care of it if I had a case put together against her about it. What would I need to report her to Domestic Animal Services? Like what kind of proof would I need to have put together?|

Not to be critical at all, I understand your in a tough spot..I honestly couldn't live with someone who does this to an animal..I'd be opening my big mouth to.
Once I took a dog, a purbred samoyed away from my mother in law, told her if she didn't hand him over, I would call animal control on her..She handed him over real fast and I rehomed him..I'd do it again in a heartbeat, the dog was being neglected after her husband left, lving in the dirty basement, couldn't even get up the stairs because his toenails were as long as spaghetti...I found him a nice home

|Xyst Sin||Also unfortunately, she claims she loves the dog unconditionally and refuses to even consider the fact that she can't properly care for her. If she was willing to give her up, I'd take her myself in a heart beat.|

Ivermectin deals with demodex, which at this point is unconfirmed. See a vet. Could be a general yeast infection (Simplicef), could be demodex (ivermectin or neem, plus simplicef to treat general skin infection), could be just poor diet and lack of omegas (proper food, fatty acid shampoo, omega supplements)... could be something worse.
I think it's funny that it's considered 'abuse' to leave a dog INSIDE the whole day except for potty breaks, lol. All mine are abused!
Bottom line, this dog is being neglected. Have them take her into a vet or rehome the poor dog through a rescue. No, she's not abused. But living as a curable leper just because your humans don't want to do anything for you is no way to exist.
