9 month old GSD joint issues (HD maybe?)

I adopted a shepherd from my local shelter in June. She was estimated to be 3 months old then per the vet. She was spayed at 6 months and everything has been normal until 2 months ago. She is now around 9 months old and for the past 2 months I have noticed she is very stiff when she gets up and today I noticed her back legs are looking weaker than usual and her feet are pointing in more than usual. Is it common to see these issues in one from bad breeding this early in life?

She is headed to the vet next week just wanted to know what experienced people think and if there is anything I can do at home to help.
