HD has nothing to do with ligaments/tendons. HD is the formation of the acetabulam and the femoral head and how they fit together, whether the acetabulam or femoral head is malformed, etc.
Get him xrayed and at least you will know what is going on with his hips. Good or bad, you can either rule that out or not. HD can be diagnosed in 3 and 4 month old puppies. You do not have to wait until a year or more. Placement for the xrays is critical, so make sure your vet knows what he is doing when they are taken.

do not wait till a year to do the x rays --- do them now -- so that you know what you are dealing with and can make the best choice to help the dog , prevent further damage . This does not sound like DM because it is a degenerative disease that surfaces and degrades when the dog is mature - 6 years plus usually.
Send the x rays to OFA since we no longer have OVC for an expert opinion. Tell your vet you want the OFA opinion so that he can set the plates up with the information and have you sign the application/permission document .
Then when you go back to your breeder with the information you have your information, the Vet's and the expert opinion of the board certified orthopedic experts.
Then it is between you and the breeder , but with OFA there is not much room for dispute or argument .
It is not normal.

|huntergreen||eatpraytravel, based on your description, no this i not normal. i assume your house has carpet and he is not slipping on wood linolium flooring. i would try to limit the amt of falling as not make this worse or cause pain. first step is to see your reg vet.|

We cannot tell you that. We haven't seen a picture or video of the dog. Please try not to jump to any conclusions based on what you read on the Internet.
Again, from your description it does not sound in any way normal but it may be something that can improve. The only way you can find out what's going on is to take him to an orthopedic vet and get x-rays and a thorough exam.

|eatpraytravel||Yes I will definitely be getting some xrays done shortly! Is there ANY way that this all could be completely normal for a pup his age and that he could out grow all of this?|

Get him to a vet and get xrays taken of his back and hips. I would be worried about his spine with poor motor control and incontinence.

I've had one dog with HD and one dog with DM. With my two dogs they were quite different. With HD my dog had pain while my dog with DM didn't seem to feel anything. With DM he didn't know where his back feet were placed. He would tip over because I don't think he felt it. With HD my dog she would fall but I think it was because it hurt she would try to find a way to stand so it didn't hurt.
I don't know if this helps at all, but I thought I would share in case it does. Either way I'm sorry. I hope it is neither of these horrible things.
