|Sarah~||I agree about insect bites, my boy has flea allergy dermatitis and if he gets even ONE flea bite he'll chew that one spot raw, usually at the base of his tail. My APBT mix has grass and plant allergies and she just gets red around her mouth and eyes, chews her feet, and breaks out in hives.|

Biting at the base of the tail really can be from a flea bite. Since its kind of a isolated spot I'm thinking more insect bite(s). Food allergies are actually not as common as people think. Environmental allergies...yes. My boy has mild Fall allergies.
Like doggiedad mentioned he could have a hotspot as a result of the bite. They are very painful. Most vets would want to clip the area to allow it to stay dry. The constant licking makes it worse.
....assuming this is what your dealing with.

I had this problem with one of my other dogs (Cairn Terrier). He would itch all over to the point he looked like he had mange. I tried switching him to a better food but nothing helped. Then I heard about dogs having gluten allergies. I switched him to a grain free dog food and the skin irritation has greatly improved.
Grain free can be expensive but Petsmart has their Authority Brand in Chicken and Potato. (18.99 for a 15lb bag) I feed it to all my dogs now. It's not the best but it does have a 4 star rating on Dog Food Reviews and Ratings | Dog Food Advisor.

It is very possible that it could be a food allergy... Beneful is actually one of the worst dog foods out there, lots of corn fillers and not much meat which can cause allergies like what your seeing the chewing and scratching.
I'd recommend trying him on a different higher quality food though I'd make sure to switch him slowly to a new food(i.e starting off by mixing in a little of the new food with his and slowly adding more). A higher quality food is going to be more expensive BUT with it being more nutritionally dense you do not have to feed as much and you will have less waste.
I'd probably try some sort of fish formula like taste of the wild pacific stream, Acana Pacifica, Fromm salmon, earthborn holistic coastal catch to name a few... I'm sure others will have more suggestions.

Biting issue :( please help.
Hey guys I have an 11-month old GSD mix (I'm pretty excited for his b-day ) The problem is I've noticed he has started to bite himself by the base of his tail and legs. He also licks it It's gotten so bad he has started to scab I've checked for fleas and nothing also he's on the Bayer K9 Advantix II. Can it be pollen? He likes to play near a lemon plant we have on the front yard. We also have an avocado tree in the back but the good thing is that it's gated so he has no access to it. Can it be his food? He has been eating beneful. I've driven myself crazy trying to figure it out but no luck I just want my buddy to get better Any advice or tips will be greatly appreciated. Thanks in advance guys.
