That is a close linebreeding, but not out of the question.
It depends entirely on the dog being linebred upon as to whether it's genetics are worth concentrating that much, and also on what else is in the pedigree to compensate and bring balance and genetic diversity. All of which comes back to the knowledge of the breeder doing it.
I would also want to look at what other linebreeding, or backmassing farther back, is present. A 2-3 that is in an otherwise open pedigree is a very different matter than a 2-3 in a pedigree that is already linebred and/or backmassed and thus severely lacking in genetic diversity.

Line or inbreeding; opinions?
Possibility of a pup. On this puppy's pedigree: Dog X is his sire's grandmother and also his/her dam's mother.
Is this OK?
