Human and dog aggression are completely different. A dog might want to kill every other dog it sees, but could be great with humans.
I would just keep a very close eye on her when she's around new people. If you think she's starting to act different or nervous, just remove her from the situation. She's just starting to mature into an adult and her temperament might be changing. Try to keep everything as normal as possible for her, but also keep a close eye on her behavior. Most dogs will give warning signs before an attack or bite. A deadlock stare is a warning sign of something.

Shes not aggressive to humans at all but to other dogs when i walk her she steers away from them whether the other dog is aggressive or not, she pulls away.
And my cousin was sitting down talking to my mother, i asked my mother and she says my cousin wasn't doing any in particular that would've triggered this reaction, and as i said before Athena was licking my cousin and my cousin pet her like normal before Athena went to sleep. My mom said my cousin was scared and was actually covering her face in fear.
She has never done anything like this before either.

It's probably best your dog was removed from that situation. I've been on the wrong side of that stare from a GSD and a stare like that can quickly escalate into an attack.
As for why it happened... it depends on the dog and the situation. Has she ever done anything like this before? Any fear issues? Aggression? What was your cousin doing and how did he/she react?

My mom had family over and she was talking to them normally and my GSD, Athena came and started licking and just loving everyone to death (which is normal and not so much that it's annoying). After a couple of minute Athena fell asleep. After waking up she stared at my cousin; whom my mother said was one of the people Athena was licking and loving; and not a normal stare more like a glare. My mother said that Athena looked like she was about to attack my cousin, ears up, not moving, standing up, glaring right at my cousin. My mother would yell her name and Athena would put her ears down and look at my mom then right back at my cousin ears up. It got to the point that my mom got so scared she had to call my father to take Athena away.
Athena did not move while she was looking at my cousin nor did she make any noise... she just stared at her looking like she was about to go in for the kill as my mother would say...
Any input would be great
Athena is 18 months old and i actually just put her on daily supplements...
She really is a great dog and everything has been smooth sailing even now as i type this she is a loving dog.
