I neuter my boys when they're between 18 and 24 months.

Good news is, he's never been aggressive, but dogs have shown aggression toward him. His biggest problem is just fixating and really trying to mount. The scruff grabbing doesn't seem to be dangerous at all, just extremely annoying for everyone involved!
We do both adolescent play groups and a level 2 training class with the same guy. He listens exceptionally well to him, and it's been really helpful when we apply it, but he doesn't listen to us as well! (Even though we are consistent with our reinforcements.)

The closer you can wait to a year the better.
But be aware this probably isn't just testosterone. Probably also normal adolescence behavior.
I wouldn't go to the dog parks while you work this out. Too easy for things to get out of control too fast.
When you say you've 'kept up on his training' what does that mean? Dog classes? Trainer? Group classes? Privates?
Are the behaviors the same in class as out in public?
Also, it's a HUGE HELP for us to make suggestions and recommendations if you can put your GENERAL location in. Just go up to the narrow black strip along the top of the screen, click on User CP and add the location so it shows up to the left of every post like my 'Poconos' stuff.

When to neuter my puppy under our specific circumstances?
I have done a lot of research on when to neuter, and we were planning on waiting for 14-24 months. However, our puppy (now 8 months) is having some behavior issues coming up. Also, he has a retained testicle, so we were already looking to the lower end of the spectrum so that he may have a better recovery being younger.
We live in a city and don't have a fenced yard. We walk him multiple times a day but usually take him to the dog park once or twice to burn energy by wrestling or swimming. However, he's getting to the point where he's becoming fairly unmanageable. We've been keeping up with his training, but he fixates on female dogs and just spends the entire time trying to grab their scruff and mount them. We give him "time-outs" and re-direct, only to have him go back immediately. It's hard because we often leave the parks and don't get much play time in. There are other parks near our house, but his recall isn't as spot on as I'd like it to be near those busy roads with no fence, and since he's started rebelling more...
We're thinking about neutering closer to 12 months now, but I'd like to hear your thoughts! Is this behavior worth potentially risking developmental issues? His dad has perfect hips and his mom's are very good, just not perfect.
