How old is she? I don't have a lot of experience with this thing, except with my own dog. He is 3 years old and we've had him about 2.5 months. He sometimes still flares up around other dogs, too. I've noticed that if we can ease up to them, he is ok. But if they come up to us suddenly, then he flares up. I am starting him in his group classes tomorrow called 'calm and control' so he can learn to act right around other dogs. We've trained him to walk well on his leash, to sit, stay (most of the time
. It is a slow process, but don't get discouraged! It just takes repetition, correction, praise and most of all CONSISTENCY. She will learn and get better.

How old is your dog and how much normal socialization have you done since you got her (8 weeks?).
How is she in dog class?
