house training puppy when both work all day?

I live in Arizona so a puppy in the garage won't work because it is hot as **** in there.
In the house my puppy is attached by leash to me or to the leg of the sofa so that I am ALWAYS watching him. If I can't watch him, he goes right into his crate.

He turns 9 weeks tomorrow and can hold it up to 5 hours in his crate. I haven't tried any longer. He doesn't use it in his crate thank goodness and waits till I take him to the designated area in the backyard.
