Default Herding behaviour

My friend's Shelite likes to herd Dakota. She has done it a couple times to her and Dakota tries to resist but never tries to herd him.

A WGSD that we meet recently also tried to herd her and another dog while they were playing.

This weekend we went camping and meet another dog on the leash free beach. I believe it was a Britney and Dakota tried to herd this dog. First time I've seen this behaviour and the other dog owner did not like it so we leashed her and moved to another spot.

My question is if I were to enrol her in herding lessons would this increase her herding drive or would she just learn that it is ok to herd sheep only and leave the dogs alone.
