I would say it really depends on the SHEEP. You have to make sure thay are calm and and gentle, not the type that would take advantage of a puppy and try to hurt it. (Granted Sheep aren't the sharpest tools in the shed, but even they will know the diffference between an older pup/dog that needs to be respected and a pup that doesn't.)

Lauri, my herding instructor said she will test a litter at 7-8 weeks with smaller sheep or ducks to see which have the instincts but prefers for them to be 6 months or older before "working" the sheep/ducks or doing formal testing.

There is nothing cutier then watching a litter of puppies at 7 weeks old being tested on ducks. ;-)
