So I had Vicky today visit the vet for the rabies vaccination, and he said we will have to xray her at 6 months for HD, so I asked what kind of symptoms can apear from now, he said rabbit running and shaking her hips when moving and that's exactly what Vicky does.

I want to know how is HD treated, surgery or a medicine?

it depends on the severity , some dogs can live a long life with mild/moderate/sometimes worse hips, others cannot and require surgery.

A dog with any form of HD should never be bred

Aside from what was already mentioned. GSD's tend to take a while to find their butts and can have a sway about them. My female was about a year to year and a half before she carried her butt well.
