My current dog, Rafi, had a lot of laxity in both hips and very little muscle mass when I adopted him at age 1.5. Now, 6.5 years later, he's doing great. He gets a lot of low-impact exercise and a little high-impact exercise and lots of supplements. He did not and still does not need surgery. You would never know he had a problem by looking at him.
Surgery should be the last option, not the first.
