My female shepherd's paw has been bothering her, and the overly concerned dog owner that I am, was just curious if it looked like anything bad, and what I should put on it.

I would be concerned about some kind of dermatological condition honestly. The skin looks thickened and red, and its in an odd place for an injury. Has she been bothering at it (licking/chewing) or has she been just walking oddly? It can give you an idea on what you may be dealing with.
Regardless I wouldn't put anything on it without knowing what was happening. Even if some topicals are harmless, it could potentially make the problem worse rather than better without knowing what you're dealing with. I would take her to a vet personally (and I do realize it is a friend's dog rather than yours, but I'd be telling my friend the same thing).
Definitely some dermatitis going on, likely a hot spot as well. There could potentially be an absorbed foreign body like a grass awn that has literally been enclosed in a small abscess-like cyst.
Paws are notorious for being licked raw, and especially in between the toes is hard to heal. She needs to NOT lick at it - that means an e-collar until it is fully healed. The foot bothers her, she licks, it bothers her because she licks. Viscous cycle and I've seen it take months and months and MONTHS for paw injuries to heal because owners wont keep an e-collar on. Also I would visit a vet to see if there is a more serious infection between her toes and under the fur. Don't put anything on it, although they may send you home with an antiseptic solution to soak the paw in. Do NOT cover - this only holds in moisture and increases the problem.
