scaly skin and fur missing

He has had these patches of rough skin and missing fur on his elbows for a while. When I went to the vet a few weeks ago I forgot to mention it and she didn't say anything about it.
I tried treating it with cortizone cream and it seems to help. The fur grew back. It used to be worse than in the picture. On the other side I can't find the any signs of it.
The missing fur on his leg appeared one day after he stepped in his poop, so we thought he was biting at his leg too much, since that was the leg that he stepped into it with.
He has a few rough patches on his underside but the cortizone seems to help that too.

Any ideas of what it could be or what to do.
I'm thinking of going to a different vet next time, since I think she should have noticed it, even if I forgot to tell her.

Severe allergies? I have seen what looks like that on my moms elderly dog, she is terribly allergic to alot of things.

@huntergreen Did you see the raw looking type wound ? or is that something totally different

From the photos, it does look similar to what my Sting had. I have had good luck with supplementing with coconut oil 1 T. twice a day, seems to help his skin. For putting something on the elbow - I find that emu oil work very well. I apply it twice a day - before his walk and it has healed up real well. Though coconut oil can be used also. For the other sore - I would use Vetericyn. In a couple of days, it will form a scab. But if your dog is bothering the sore or scab by licking and so on, which is what my Sting did also, I redirected with his bear toy and had him lick that (it put some coconut oil on the bear to encourage him) and also used a spray like Natural Touch Chew Not for Dogs -it also has tea tree oil to help healing.
