Have you had him checked for allergies? A friend of mines boxers had allergies to grass of all things and would get super itchy and get a red rash on her chest. She was prescribed by a vet to take allergy medicine every day. Not sure if it could be allergies just throwing that idea out there.

He probably has dry skin, and bathing with flea shampoo is probably drying out his skin even more. Start adding fish oil to his food, either in the capsules made for humans (you can get them at any drug or grocery store) or in a pump bottle made for pets. If you use fish body oils (as opposed to cod liver oil), it's almost impossible to overdose, so you can give him 4-6 capsules a day to start.
When you do bathe him, use a mild, non-drying shampoo like Earthbath or Allergroom, and use a conditioner afterward. You can also mix up a tablespoon or two of coconut oil in a gallon of hot water, shake well, pour over the dog, and then let dry without rinsing. 98% of the time, itching that we perceive as "allergies" is actually just dry skin. |

stress, allergy - environmental or something in the food, or dry skin.
Our dog stopped itching when we took her off kibble and fed her more raw type food products. Our previous dog had environmental allergies to mold and dust, but she had more swelling than itching and eventually grew out of it. |

My dog stopped itching after addition of fish oil and removing her mix of food that had grains. She's on grain free + Grizzly salmon oil every day and doesnt have dry skin anymore
