Skin issues

I have an 8month old GSD and she seems to constantly have skin irritations. Parts of her coat on her legs, and on her back above the tail become a kind of dirty scab and can be picked off, it is not painful and she doesn't seem to chew at them, she doesn't have fleas. She is yarded with a beagle, they do play alot and the beagle gnaws on her legs during play. She is fed a mix of dry and raw food, vet said she is perfectly healthy when she was spayed. I always keep the lawn mowed and fresh water everyday. I have bathed her with anti fungal shampoos, medicated shampoos. Is this a bit of a puppy thing? Or does it sound like an allergy?
