Default Bigger puppy behavior toward smaller/younger one

Hello there. I have a 4 1/2 hold GSD puppy and just today added a great pyenees/lab mix who is 3 months old. They seem to be alright together at times, with some fun chasing, wrestling, and some toy action. But my GSD won't stop biting my new puppies neck when its not play time. The GSD just seems to be full of energy while the other dog needs some rest time. The constant neck biting from the GSD annoys the new puppy but it tries to ignore it. Is this normal. And if this is bad behavior should i just dicipline the GSD to mind its own business at times. Also the GSD is about 40 pounds and the new puppy is about 20 pounds. So she has a size advantage so the new puppy just cant shake off the neck biting/ear biting so easily. THaankss

I have never had two dogs at once, but I would seperate them, put them in their crates, like time out. But, you should do time out for both.. Others may have better advice..

I also would separate them if the younger one is 'not into the play'.
