Default Which is better for joints, free play or structured walks?

I was talking with a friend and we didn't really know the answer.

So what is best for a growing dog, free play in a yard or park or walks. Free play may be with or without another dog, but isn't fetch or any other structured exercise. Just walking/trotting/sprinting as dogs do.

Walks would be mostly in the neighborhood on concrete.

Obviously both happen, but which is better for growing joints in larger amounts?

I also asked two different vets on the matter. I of course got two different answers which kind of annoyed me, but it is what it is.

One said that repetitive is better for building up the muscles and believes that walks are better.

The other said that repetitive is bad as it wears down on the joints and free play is better as the ground is softer and the dog will vary it's gait and quite when it is tired. This is what I have personally heard the most.

I was told free play until 18 months, when breeders and vets said I could put him on the treadmill for cardio and muscle.

I was told by my vet walks were okay, if playing with other dogs to do so on a soft surface. This topic actually drives me crazy. I'm so paranoid over my growing puppies joints it's constantly in the back of my mind.
