My mothers border collie was notorious for stealing things, she was a bit of a hoarder.

I've never had anything but GSD's, so I don't know if they have the same sort of temperament or personalities as GSD's do.
A different approach might be needed for a Collie, but you'd have to speak with someone more familiar with raising a Collie. It would be interesting to me to know if all puppies and young dogs do, or don't, think pretty much on the same wavelength. If it was a GSD, I would think that he's bored and is looking for something to do. Him stealing your posessions gets you to chase him, rant and rave at him, and at least give him some attention that he might not be getting. As I said, I don't know how Collies think, so I could be way off base.
