You've been on this forum long enough to know that if the dog does something you don't like, it is not the dog's fault.

Get online and do more research on what a Border Collie is and what its needs are. That should already have been done-- so maybe a refresher is in order.

You own a high energy herding dog that is the second smartest breed. When the energy isn't drained and the dog is bored, he will find an outlet that is not so much fun for the owners.

Step up your training.
Do something with the dog.

Default Keeps stealing stuff...

My mothers border collie was notorious for stealing things, she was a bit of a hoarder.

It all stemmed from boredom, once she was given a job everything changed.

This means his "leave it" is not reliable -- it may be in the process of being learned, but it's not there yet. I think practicing this AM and PM daily ought to be a priority. A command is solid when the dog will do it even under distraction. For e.g., some rigorous basic obedience courses require a dog to hold a 2-minute sit-stay and 3- minute down-stay with other dogs running around them and toys flying around to test whether the command is really solid--if not, the dog fails the class. "Leave it" should be similarly reliable, even when the dog is amped up to the maximum -- as it's a potentially life saving command (as you experienced with the brief panic over the tablets).

Keep working on your training foundation. It will serve you to solve your problems.

Have you enrolled in an obedience class yet? That structure will really help you in forming a productive relationship, esp. communicating without "raging" (as you described it). Border collies live to work, so class ought to be great fun. I know it's hard to come up with the money, but it's an investment in lower-stress future.

I've never had anything but GSD's, so I don't know if they have the same sort of temperament or personalities as GSD's do.

A different approach might be needed for a Collie, but you'd have to speak with someone more familiar with raising a Collie.

It would be interesting to me to know if all puppies and young dogs do, or don't, think pretty much on the same wavelength.

If it was a GSD, I would think that he's bored and is looking for something to do. Him stealing your posessions gets you to chase him, rant and rave at him, and at least give him some attention that he might not be getting.

As I said, I don't know how Collies think, so I could be way off base.
