Default Itching - shaking

Is it normal for my six weeks old puppy to itch his neck and bite his hips every few minutes?

Also, when he's feeding he constantly trembles and shakes. Is this normal?

The itching sounds like fleas, they tend to congregate around the base of the tail but will roam all over the dog. As for shaking while eating, it doesn't sound normal to me.

you may not be feeding a young pup often enough , or too much at one time -- he may have a drop in blood sugar levels - get the hypoglycemia jitters ?

I'm feeding him every 4 hours a fist-full of dry food and 1-2 beef treats. Do think this is good?

What kind of dog food? Also yes, at 6 weeks he's too young to be away from home, typically he'd still be w/his siblings and mom.
I think puppies up to a certain age get excited when they eat, after all, he had to fight for his food before, so he's kind of geared up for battle and yet there's nobody there to fight for his food with him.
