I agree with "pick your battles". I've removed temptation. I had to when I had 3 cats as they loved tipping over wastebaskets. The covered garbage can is in the cupboard under the kitchen sink. If it really "tempting garbage" like chicken bones, I either put it in the freezer until garbage day or in the garage in the covered metal pail that holds the dog poop. Your GSD sounds alot like my Sting. I so know that glint that comes into his eye when he knows he shouldn't do somethng but tries anyway :-)
