Dominance, humping our other dog at 15 months

We have a 15 month old GS. Not yet neutered, was hoping to wait until 18 to 24 months. He is a wonderful dog. Great temperment. Gets along great with other dogs. Also have a 3.5 year old male Golden Retriever (has been fixed). They get along great, play really well together. I couldn't tell you who the alpha is. They seem to take turns "being the boss." In the last few days, the GS has become more aggressive with the golden. Tries to hump him constantly.

There is a complicating factor. The golden injured his leg a few days ago, so he can't play with the GS as he normally would. We are keeping them separated because the golden can't handle rough play. This seems to be causing the GS anxiety. Doesn't like being separated from the golden, and when we do let them get together, the GS starts to hump the golden.

I will say the GS has been a little more aggressive with other dogs he knows in the neighborhood. By aggressive I mean he will try to play aggressive immediately, whereas before he often waited until the other dog initiated.

One thought is this means it's time to get the GS fixed. My concern is the real issue is the GS has anxiety because he can't be around his "best friend" and when he is, they can't play like they use to.

Could use any wisdom and advice. Open to getting him neutered now, but also realize that alone may not solve the issue.
