Fence Running

I apologize. I'm sure this has been addressed in these forums in the past and probably several times, but when I search the topic, I get more hits that PI has decimals.

My 11 month old GSD is fence running and has been for several months with a boxer. I've tried talking to the owners of the boxer about keeping the dogs separated, but they ain't no smarter than a buffalo and likely think I made the whole thing up.

A few months ago I bought some landscaping material that I was going to staple to the fence to stop the view, but I concluded that the little guy would spend less time tearing it down than I spent putting it up. I've though about nailing a rigid material like vinyl sheeting or luan to that fence, but that can be a little pricey. Any thoughts on a cheap visual barrier that I can put up?
