Interesting observation with fence installer
Spirit never once barked at the man in our yard who has been installing our fence. This is so unusual. He usually barks at everything and everyone, and especially when something unknown is in our territory.
When I took him outside on leash while the fence installer was still working, he wasn't friendly but he was relaxed.
Now he did bark a few times at the concrete mixing machine, but never the human working with it.
I'm truly baffled by this.

The guy belonged there, had permission to be there, had a job to do, and you weren't concerned about him. He probably was not afraid of GSDs just because they have ears and teeth. And so he wasn't giving off and bad-guy vibes, and you weren't giving off any suspicious-nervous vibes, and your pup was perfectly ok with the scenario.
The cement truck was probably a new site, and he had to let it know it was not welcome, at least once or twice.

I had a similar situation with my 3yo Gunny. I was standing on the deck and a guy looking for construction work in the area approached the back gate, where my neice and nephew were. He started talking to my nephew asking if I was home (I was standing where the guy couldn't see me). Gunny just stood quietly and watched. I was a little dissapointed because I thought "gee, aren't you supposed to be guarding us?" Then after discussing with other more knowlegable GSD owners, that he was assessing the situation. They guy ever came into the yard so I guess Gunny was just going to keep an eye on him. I was very proud of my boy that day.
